CASTILLO CITY HALL
By Wilmi
M. Estrella
There is a slight brown building in a particular
corner of a small city that interests everybody who walks by. I myself have
seen how people cannot pass by without stopping and looking at it. I have also
seen that a lot of people group in front of it every morning for a talk. “How
strange it is”, I said to myself. Then, by curiosity, I wanted to know why
people crowded there every day for a couple of minutes. So I decided to find
out what really happened there. First, I stood up in front of the building, and
I began describing it. As I was describing it, a fresh smell of flowers covered
me, and I saw it more beautiful. It was as if somebody had turned my head to
other side so that I could see the beauty in front of me. Then, I went inside
the building, I asked some people what the building was, and they told me that
it was the City Hall in Castillo City. Besides that, they told me that it was very
important to learn about its location, history, and mayors who have governed
that place because it would help me understand how the community of Castillo
City has been built through time.
First of
all, the location of Castillo City Hall interests everybody who walks around it
for its special scent of natural flowers. This beautiful large vintage slight
brown building was totally built with cement in a T shape from satellite view.
On top, it has a large Internet antenna which sends signals to the government.
On the left side in the front, there is a big rectangle white wall which is
covered with big and small bushes of different flowers from bottom to top. On
the right side, there is a green curvy line of small flowers that forms a green
S. Besides that, there are many columns in line where different species of
flowers climb up, giving a special attraction to everyone who passes by for the
way the roses decorate the columns and the windows. In the middle of the front,
there is a big wide glass door that leads to a press conference room where the
mayor gives reports of what he has done during the year. This precious building
interests every citizen in Castillo City, especially tycoons not only for its
beauty, but also for its location in the corner of Maximiliano Almonte and Sánchez
Streets.
Like its location, Castillo City Hall History
is absolutely gripping because many aspects of it have changed through time.
For example, when it was founded in 1907 by an edict of the president Ramón Cáceres,
it was made of wood. Nowadays, it is totally made of concrete. Also, all the
staffs of the City Hall were chosen by the president in office, and they were
composed by two legislators and the mayor. Now, all the staffs of the City Hall
are chosen in political elections, and they consist of five legislators, a vice
president, and the mayor. The first person occupying the position of mayor was
Sergio A. Rivas in 1907. From that moment, Castillo City Hall was located on La
Razón Street in front of Duarte Park where today the fire station is. Then in
1950, Castillo City Hall was built on the corner of Maximiliano Almonte and Sánchez
Streets by Rafael Leonidas Trujillo who
was the president of the Dominican Republic by that time. As time has been
passing, people have been coming from nearby cities and provinces to sell their
products. As a result, the population of Castillo City has been growing and
business, too. All those changes, which have transformed the body of Castillo
City Hall, are the ones making it more exciting.
Above all,
knowing about mayors and their deeds helps people understand how the community
of Castillo City has grown in the latest decades. It is incredibly wonderful to
go back in time and notice how Castillo City has been changing as time goes by.
In order to realize that, let’s see a few of the main deeds made by some
mayors. For example, the mayor number 18, Rafael Ovalle, expanded almost all
the neighborhoods in Castillo City. In fact, he made the expansion of Los
Barrios, El Carmen, El Chivo, and Puerto Rico after the great devastation left
by David hurricane. Moreover, at the end of his political period, he created
the first municipal basketball court. Later, the Mayor Rafael Castellano
created the Barrio San Isidro. Then the Mayor Gricelda López, rebuilt the old cemetery,
and she built a church for the community of Sabana Grande. In addition to that,
she built a bridge that connects the community of Juana Díaz with the community
of El Rucio. After that, the mayor, Hugo Cruz, constructed the drain system of
the city. Also, he rebuilt the slaughterhouse, and he donated fifty one houses
to people who were affected by George hurricane. Then the Mayor Elvido Segura
built Olegario Tenares Park. Also, he constructed the bridge that connects the
community of Juana Díaz Abajo with the Barrio Puerto Rico. And finally, the
Mayor Francisco Valentín reconstructed the Municipal Market and rebuilt the
Municipal Hospital. Besides that, he rebuilt Olegario Tenares School, and created
the first Children Park in Castillo City. All of those deeds made by those
mayors have given shape to the body of Castillo City.
In conclusion,
Castillo City Hall keeps fascinating and attracting every citizen of Castillo
City, especially tycoons not only for its beauty, but also for its location.
Similar to its location, Castillo City Hall history gives a special excitement
to every person who looks at it because it brings memories of how this building
has changed every aspect of Castillo City. Those aspects that have been changed
in Castillo City through time are the results of intensive work by mayors in
doing noticeable deeds everywhere in the city. All of those deeds are the
skeleton of the body of Castillo City, and the city hall has been the main architect
of transformation in Castillo City.
